Managing Member, Peninsula Pacific
Stevens is the managing member of Peninsula Pacific. Most recently, Stevens was the Chairman and Chief Executive Officer of Peninsula Gaming, a company which he founded in 1997 and sold to Boyd Gaming Corporation in 2012. Stevens has 20 years of successful experience operating casinos in Iowa, starting with the Diamond Jo Dubuque Casino in 1997. His most recent project was the Hard Rock Hotel & Casino in Sioux City.
From 1990 through 2010 Stevens was a Founding Member of the Investment Banking Department at Jefferies & Company, holding various positions, most recently as an Executive Vice President and Head of Capital Markets. He was also a member of the firm’s Executive Committee. He previously worked in the Investment Banking Department of Drexel Burnham Lambert after beginning his career at KPMG. Stevens received an MBA from the Wharton School at the University of Pennsylvania and a bachelor’s degree in accounting from the University of Southern California.

The Cedar Crossing project in Cedar Rapids would be the company’s fourth Iowa casino endeavor and their eighth nationwide.
Chairman, Cedar Rapids Development Group, LLC
Gray is the Chairman of the Cedar Rapids Development Group, LLC and Founder of Gray Venture Partners, LLC. He is also President and Chief Executive Officer of Syniverse, a Tampa-based telecommunications company. In addition to Syniverse, he is a member of the Board of Directors for CommScope, which is a portfolio company of The Carlyle Group, one of the world’s premier and most successful private equity firms. Gray previously served as President of McLeodUSA Inc., Vice President of Business Services at MCI and Senior Vice President of National Accounts and Carrier Services for TelecomUSA, as well as a variety of other management positions. Gray earned his bachelor’s degree from the University of Tennessee.
About the Cedar Rapids Development Group
The Cedar Rapids Development Group is a coalition of investors—nearly 100 community leaders who invested several million dollars to develop a casino in Iowa’s second largest city. The CRDG spearheaded the 2013 Linn County referendum to bring a casino to Cedar Rapids, spending a significant amount of time, energy and resources to promote this economic development and entertainment project.
Founder, JNB Gaming
Swain is one of three founders of JNB Gaming, LLC, a strategic planning and casino operations management company. He has been in the gaming industry for more than 25 years and serves on the boards of Hard Rock Sioux City, del Lago Casino, and Kansas Crossing Casino. JNB Gaming is the Gaming Facilities Manager of del Lago Casino, Diamond Jacks Casino, and Kansas Crossing Casino. Most recently, Swain served as Chief Operating Officer of Peninsula Gaming, LLC, where Swain developed and completed construction on three casinos in three states. Prior to Peninsula, he was Vice President and General Manager of Palace Station, Santa Fe Station and Sunset Station casinos. Swain also served as Vice President and General Manager of the Hard Rock Hotel and Casino in Las Vegas, Corporate Vice President of Marketing and President of the Las Vegas Tropicana, and Vice President of Marketing and Executive Director of International Marketing at the Trump Taj Mahal in Atlantic City, New Jersey. He lives in Bellevue, Iowa with his family.
